In November 2005, with the approval of this Court, the
director of state courts implemented a digital audio recording pilot plan in
two Wisconsin counties to explore the viability and technological aspects of
using digital audio recording technology to make the record in circuit court
proceedings. Interim procedures were
developed, setting forth the applicable procedures to govern the project. See SCR 71.05(4). These procedures are entitled "Digital Audio Recording of Court
Proceedings Policy and Procedures Manual" ("Interim Rules").[1]
The Interim Rules are temporary and apply only to those lawyers, litigants and counties participating in the pilot project.
The digital audio recording pilot plan formally concluded in November 2006. In the next phase of the project, a committee will evaluate the pilots and make recommendations to the director of state courts regarding the future use of digital audio recording as an alternative method of making the record in the circuit courts. Pending receipt of those recommendations, the director of state courts recommends the Interim Rules remain in effect.
Therefore,
IT IS ORDERED that the Interim Court Rules for the Digital Audio Recording Project shall remain in effect until December 1, 2007, or until further order of the court.
